• Broadway pedestrian plaza planning: Council authorized a $150,000 expenditure for public outreach and preliminary design for the Broadway pedestrian plaza. Clerk announced the vote as 9 yes, 3 no; motion passed. Staff stated a $150,000 COG planning grant exists and a $15,000 technical memo was prepared to inform next steps.
• Fairview Reservoir slope-stability task order: Council authorized the mayor to execute task order number 07 with Stagechief Geotechnical for design of the Fairview Reservoir slope-stability project. (Consent item; motion carried.)
• Transportation Improvement Plan (TIP) public hearing: Council adopted a resolution setting a public hearing on the proposed 2027–2032 TIP for the May 27 meeting and requested the plan be posted separately on the website for review prior to the hearing.
• Association of Washington Cities delegates: Council appointed delegates to the AWC annual meeting and recorded the necessary resolution.
• Legislative break: Council passed a resolution implementing a legislative break from July 27 to August 21, 2026.
• Other: Council authorized staff to pursue a quote from a vendor described as 'Portland Loop' for a downtown amenity. Council also moved to enter a closed session for up to 15 minutes to review negotiations on publicly bid contracts.
