Boone County wins multiple transportation grants; committee backs TARP application for Hunter and Poplar Grove roads

County engineering staff reported success securing two rounds of transportation funding: a Surface Transportation Block Grant (STBG) award of about $4.3 million for the Spring Creek corridor project and a roughly $1.0–$1.2 million award for Poplar Grove Road improvements. Staff said other federal funds and local contributions should reduce the county’s share to approximately 20% of the total Spring Creek cost.
The committee then considered Resolution 26-15 to support a Truck Access Route Program (TARP) application for improvements on Hunter Road and Poplar Grove Road. The highway official said the Hunter Road work will widen the roadway by about four feet in places to improve safety, and that IDOT had informally committed $300,000 to the project because the route will be used as a detour for future state work.
"This will be a significant project," the highway official said, noting an estimated application in the neighborhood of $2.2 million. The county’s staff also noted a Village of Poplar Grove pledge of $87,200 toward the Poplar Grove portion of the corridor project.
The committee approved the resolution (motion by Riley, second by Thornberry) by voice vote.
What happens next: Staff will finalize the TARP application, coordinate matching and project phasing, and bring construction agreements and schedules to the full board as grant awards and design progress dictate.
