Finance committee approves $25,814 change order for courthouse automatic door operators after city code update

Boone County finance committee members voted to approve Change Order No. 23 for Scandroli Construction, adding $25,814.61 to the courthouse contract to install automatic door operators required by the 2021 International Building Code.
Marco, a project architect with Sabadra Group Architects, told the committee that the courthouse design began under the 2015 IBC and thatBelvedere adopted the 2021 code after the project was bid and the contract executed. Because permits were not issued until after the code adoption, the city’s building and fire code reviewers required the automatic operators for public building doors.
"When we submitted for permits in November 2024, the city later required review to the 2021 IBC in order for us to get permits," Marco said, explaining the timing that necessitated the change order.
The board discussed whether the city had provided timely notice during plan review; some members asked that Belvedere’s building officials be asked to explain the timing of permit comments. Committee members nevertheless said compliance with the current code was required and moved to approve the change order to avoid delays in occupancy and construction sequencing.
The motion to approve Change Order No. 23 was moved and seconded and then approved by roll-call vote (the committee recorded affirmative votes and the motion carried). Staff said the work must be completed promptly because masonry and other trades will be on site; the contractor and architect will provide final scheduling information.
What happens next: Scandroli Construction will proceed with the automatic-operator work under the approved change order and staff will coordinate final wiring and installation with ongoing masonry and finish work.
