Committee compiles broad FOIA response on Marjorie Trail; staff says many requested records do not yet exist

The Marjorie Trail Advisory Committee reviewed and approved draft responses to a broad Freedom of Information request that seeks numerous records tied to the project, including the grant award, proposals and plans. Staff said many requested documents do not exist yet because the project remains in early design.
Antonio Adarola summarized the request, which committee staff said was submitted by Jennifer Pappas and itemized 16 categories of documents. The request specifically sought any and all grant-submission proposals and approvals for the Marjorie Trail grant, which staff identified in discussion as a $2,200,000 award referenced in the request.
Adarola told the committee the FOIA submission required a large bundle of material and that, in many cases, the requested files are not yet produced because the project is not at the design stage. "To be honest with you, what you're gonna notice is 90% of this, the information requested just doesn't exist because we're not into the design process," he said.
Staff said they will provide meeting minutes, the RFP, the bid proposals that were returned and zoning maps where available; for very large collections of documents they will provide a drive rather than email. The committee voted to approve the responses and to transmit responsive material to the first selectman's office.
Next steps: staff will assemble and deliver responsive records and a drive for large files to the requester and to the first selectman's office, and will note any documents that are not yet available because they depend on forthcoming design work.
