Board to advertise amendments to bus-operator, special-education and offender-posting policies
Summary
Wallace Knight told the board the district will advertise amendments to three policies: Policy 8600.04 (bus operator qualifications), Policy 2460 (ESE independent educational evaluations paid under IDEA) and Policy 8470 (registered-offender posting language, removing images). Wallace Knight presented three policy amendments the board will advertise for public comment.
Policy 8600.04: Revisions clarify the definition of a bus operator and the types of licenses required depending on vehicle type; board members asked about seating capacities for certain campus passenger vehicles and whether a regular driver's license is sufficient for smaller vehicles.
Policy 2460: The policy will add a provision tracking federal regulation that allows a parent to request an independent educational evaluation (IEE) when they disagree with a district evaluation. Staff explained the district may fund an IEE at public expense through the IDEA grant; they also maintain a non-exhaustive list of qualified providers and will include the provider list in administrative procedures (which can be updated more frequently than policy).
Policy 8470: Staff proposed striking language that required principals to maintain an "updated binder" of offenders and clarified that informational posters provided by law enforcement must be posted in a public area but that schools should not post offender images. Board members asked staff to clarify who places the required information and what items can be posted; staff said law enforcement provides the informational materials and that images of offenders will not be posted.
Staff will advertise the amendments and return with required follow-up.
