Satsuma Council approves $139,517.99 in bills, awards sidewalk bid and appoints Linda Robbins to school board

The Satsuma City Council on April 21 approved payment of $139,517.99 in city bills, unanimously awarded a contract for sidewalk improvements and appointed Linda Robbins to the Satsuma City School Board during a regularly scheduled meeting at City Hall.
Mayor Mark Barlow opened the meeting at 6:30 p.m. and noted a quorum. On a motion by Councilmember Jake O’Rear, seconded by Councilmember Bert Taylor, the council approved the bills totaling $139,517.99. The council also moved, on unanimous votes, to authorize catering for the Municipal Dinner and the Safety Dinner ($3,200) and to purchase a graduation ad in the Call News ($439).
Coach Thomas James of Satsuma High School asked the council to waive rental fees for Steele Creek Lodge for a baseball banquet on May 23; Councilmember Randy Little moved the waiver and the council approved it. Resident Terry Landrum reported drainage problems after a ditch was dug near his home; Mayor Barlow said he would have city engineers inspect the area.
Mayor Barlow provided multiple departmental updates, including a boating safety course scheduled for May 18–19 with roughly 40 registrants, railroad crossing upgrades that need cleanup and re-striping, and an upcoming citywide Clean-Up Day on June 6. He noted the Comp Plan is progressing, ATRIP work is beginning, and the city has requested initial reimbursement under a GOMESA grant. The mayor also reminded officials that the May council meeting date was moved to May 12 and that Statements of Economic Interest were due April 30.
On personnel and appointments, Councilmember Bert Taylor nominated Linda Robbins to the Satsuma City School Board. With no other nominations, the council recorded a roll-call vote: Little—Yes, O’Rear—Yes, Skelton—Absent, Presnall—Yes, Taylor—Yes, Mayor Barlow—Yes; the appointment was approved and a resolution will be provided at the next meeting.
Transportation items included approval to request 2026 Pay-As-You-Go funding for Vaugh Drive East, Orchard Street, Vaughn Drive West, Norton Drive and Baldwin Road. Garrett from Civil Southeast presented on a 2027 TAP sidewalk grant proposal; the council decided to table further discussion. The council approved an agreement with Civil Southeast (Resolution 2026-04-07) and a GovDeals disposition resolution (Resolution 2026-04-08). A proposed FY2026 budget amendment (Resolution 2026-04-06) was tabled to a workshop.
Resolution 2026-04-09, added to the agenda earlier in the meeting, authorized awarding the sidewalk improvement bid; the resolution was approved on a motion by Councilmember Jake O’Rear and seconded by Councilmember Randy Little. With no further business, the council adjourned at 7:31 p.m.
