The board opened the night with roll call and confirmed a quorum before proceeding to nominations. Tolliver was nominated and approved without recorded opposition. The board then nominated and approved a vice chair by voice vote.
The board also approved a two-item consent agenda that included the minutes from the Feb. 25 meeting and certification of the 2026 board. No public comment was offered on the consent items.
The meeting then moved into substantive land-use items on the agenda.
