"A substantial gift... could be something like a hotel night," Schulman said, and the resolution language was revised to make clear that accommodations, airfare, airport transport and meals would be provided by summit organizers at no cost to the city.
Council debated sponsor motives and transparency; some members expressed concern that corporate sponsors (the council named companies such as Google and Mastercard as summit sponsors in discussion) could seek goodwill, while others emphasized the value of learning from peers for the city’s resiliency planning. Council incorporated two amendments: (1) add the word "airfare" and an explicit phrase that no expense or reimbursement is owed by the city; and (2) clarify the head of delegation attends in an official capacity and that the organizers will provide accommodation, transport and meals.
Council also discussed who should serve as head of delegation and whether the mayor is the appropriate official. The council added language preserving a separate section to name the head of delegation (the summit organizers select the head‑of‑delegation slot for invited cities) and affirmed that the attendee will report back to staff and council on materials received.
