Upper Arlington council adopts emergency repairs for Reid Road Waterpark after unforeseen gutter damage

Council adopted an emergency ordinance on April 13 authorizing the city manager to amend the contract with Aqua Pools and Concrete to complete additional repairs at Reid Road Waterpark.
Steph (staff member) told council that an assessment and ongoing demolition work revealed failing pool gutters that require a more-comprehensive repair than a short-term patch. "What we're bringing for you tonight is kind of a complete repair," Steph said, adding that performing the work now saves remobilization costs and allows the pool finish to be tied into the gutter repairs.
Council members pressed staff on the useful life of the pool after the repairs and on timing. Council member Walter asked whether the investment would represent a long-term reinvestment in the 20-year-old facility; Steph said the assessment estimated roughly $2,000,000 in repairs across the facility but that the current package addressed the most pressing items and allowed the pool to continue operating. "We feel like this is the best direction forward," Steph said.
Council moved to suspend the rules and to adopt the ordinance as an emergency so the contractor could continue work without remobilizing later in the season. The measures passed on voice votes; the council president called the emergency adoption and then the ordinance adoption in two separate voice votes.
Council members who spoke in favor cited public access and the importance of ensuring the pool can operate for the coming season. The staff presentation said the additional repairs could be accommodated within the Reid Road line-item budget included in the 2026 CIP and that slide-refinishing and other planned work had come in under budget, leaving room for the gutter repairs.
The ordinance authorizes the city manager to execute the amended contract; staff said work was already in progress and that approving the emergency measure added minimal schedule delay.
Next steps: The council clerk will record the emergency ordinance adoption and staff will proceed with the contracted repairs and final invoicing under the authorized amendment.
