The City of Upper Arlington on May 4 approved a resolution asking the Franklin County Auditor to certify current tax valuations and revenue estimates so the city can place a police-and-fire pension renewal on the November ballot.
Finance staff described the action as the first procedural step: the auditor verifies the numbers the city submits and then proposed ballot language will return to council for approval. Staff said the city is proposing a five-year renewal at 0.75 mills, a reduction from the current 0.89 mills, and estimated the levy would collect roughly $2.2 million annually. "This is kind of the first step to getting a question onto the November ballot," staff said.
Council members asked about the final ballot language, possible rollback effects and how the voted levy would be accounted for in city funds. Staff replied they will return in June with proposed language and noted that the voted levy will be tracked in a separate fund that can be distributed to both police and fire according to operational needs.
The motion to send certification materials to the Franklin County Auditor passed on a voice vote. The council will consider ballot language and a second resolution later this spring.
