Lady Lake approves series of first‑reading land‑use measures, impact‑fee updates and a biosolids contract

The Town of Lady Lake commission on April 6 approved a slate of procedural land‑use measures on first reading, authorized professional studies to update impact fees and approved a contingency contract for biosolids handling.
Staff recommended and the commission approved first readings for three related items affecting a property near Kim Lane: Ordinance 2026‑02 (annexation of roughly 0.19 acres for the Joan M. Hall Trust property at 900 Kim Lane), Ordinance 2026‑03 (a concurrent small‑scale future land use amendment to Lady Lake Manufactured Home High Density) and Ordinance 2026‑04 (rezoning to Lady Lake mixed residential medium density, MX‑8). Staff said notices were mailed to adjacent property owners and that the changes will allow up to eight dwelling units per acre under local zoning limits; second readings for those ordinances were scheduled for April 20.
The commission also approved the first reading of Ordinance 2026‑05, a de‑annexation request for roughly 53 acres along Hartsock Sawmill Road. Staff recommended returning the parcels to county jurisdiction, noting a conservation easement limits development and that the properties have not been taxed since 2022.
On fiscal matters, Public Works Director CT Eagle presented a Stantec proposal to update impact fees for library and parks & recreation and to develop new impact fees for police and public facilities; staff noted library and parks fees had not been updated in 15–20 years. The commission approved moving forward with the proposal and separately authorized a water and sewer revenue sufficiency and impact‑fee study (contract target $50,330) intended to be implemented by Oct. 1.
For wastewater operations the commission approved proceeding with a piggyback agreement with Synagro for periodic on‑site sludge dewatering, hauling and disposal as a secondary contingency if current capacity is exceeded. CT Eagle explained Synagro would dewater on‑site and haul the material to a disposal facility; he said the contingency is likely to be needed if flows reach about 800,000 gallons per day (current flows around 650,000–665,000 gpd). The proposal was presented as cost‑comparable to current hauling expenses and potentially able to shorten operational steps.
Votes: roll calls recorded affirmative votes on the first readings and on the impact‑fee and Synagro items. No proposed item was defeated during the meeting.
What’s next: Second/final readings for the ordinances affecting Kim Lane are scheduled for April 20; staff will proceed with the contracted studies and implementation steps for impact fees and utilities projects.
