Bradley County Commission hears annexation report, reappraisal reminder and EMS staffing update

The Bradley County Commission met in work session on March 24, 2025, and received administrative updates on a City of Cleveland annexation proposal, upcoming reappraisals that will affect the tax rate, and an EMS staffing announcement.
Adam Lewis, recorded in the meeting as Executive Assistant to the Mayor, told commissioners the City of Cleveland voted to incorporate portions of Minnis and Tasso Roads as part of an urban growth boundary proposal. Lewis said the proposal includes a hold-harmless provision for fire services, a one-year reimbursement to compensate for lost fire tax revenue, and the creation of a joint committee to study how annexation would affect emergency services and to seek a long-term solution.
Commissioner Milan Blake said reappraisal notices will soon be mailed to property owners and reminded the body that, following reappraisals, the commission will be responsible for resetting the current tax rate, which is listed in the minutes as 1.4392.
Commissioner Scott Gilbert announced the Juvenile Committee will meet March 25, 2025, at 1:30 p.m. in the Commission Room. The commission also recognized a personnel announcement in emergency services: the meeting record states that Tim Plemons has been appointed EMS Operations Captain.
Vice Chairman Bill Winters offered remarks remembering Earl Rowan, a longtime educator and coach in Bradley County. There were no agenda items on the work session docket. The commission adjourned at 8:07 p.m.; its next regular meeting is scheduled for April 7, 2025.
