Public commenters accuse local SPCA board of violating Tennessee open meetings law, urge commissioners to demand transparency

Dave Greer and several other members of the public told the Bradley County Commission on March 24 that the local SPCA board has been meeting privately and failing to move forward on a new shelter, asking the commission to intervene.

Greer, identified in the record as a public commenter, told commissioners he believes "the current board of directors are negligent in their duties to provide a safe, clean and efficient shelter for the animals and people of Bradley County," and submitted a written letter that the clerk recorded as an attachment to the meeting minutes. The letter also cites the Tennessee Open Meetings Law (TCA 8-44-102) and alleges the board has not held public director meetings as required by state law.

Greer said funds connected to the shelter are being withheld by donors pending evidence of progress toward a new facility. The submitted letter states that a GoFundMe account "currently holds nearly $1 million dollars" and that substantial monetary donations are being withheld until the board demonstrates change. Greer asked the commission to consider dismantling and reappointing the board with term limits and to require an aggressive outreach and fundraising plan to secure a new facility.

Michelle Stimpall, speaking during audience comments, reported concerns about the shelter's handling of an animal with special needs, saying the animal was not made available for fostering or adoption and instead was used for publicity purposes. Other commenters urged the commission to invite the SPCA board to a future meeting to answer questions and to maintain open communication.

Commissioners did not take formal action on the matter during the work session. The written letter from Greer was recorded as an attachment to the minutes. The commission's next scheduled meeting is April 7, 2025.
