Board debates whether to update 2019 CIP after cost increases and funding uncertainty

Dr. Ken Nicely walked the board through the 2019 capital improvement plan (CIP) background, the methodology used at the time and why staff recommend reassessing priorities.
He noted that the 2019 CIP was developed from extensive site studies and third-party assessments (OWPR and a blue-ribbon committee) and that priorities then included William Byrd High School, certain elementary renovations and other targeted projects. Since 2019, cost estimates have increased—the transcript cites Hidden Valley's prior estimate at $29 million and a current worksheet number near $64 million—and staff said they are applying a tiered inflation factor to long-range project estimates. Board members expressed concern about spending for new assessments if the board of supervisors may change revenue commitments; one board member suggested formally asking supervisors to clarify their plans before the board spends money on expensive third-party studies. Others argued an updated facility assessment is needed regardless to inform maintenance planning and to identify true urgency at schools such as Burlington. Staff proposed obtaining pricing to update the assessment and then deciding how broadly to proceed.
No formal decision was made; the discussion closed with staff offering to price an updated facility condition assessment and to provide information about possible next steps for the CIP.
