Mayor Mark Dion convened the Portland City Council in the afternoon and moved the meeting to an executive session to discuss a personnel contract, saying the council would not return to the public forum.
"I've convened the members of the city council for purposes of going into executive session to discuss a personnel contract," Mayor Mark Dion said, and asked for a motion to accomplish that action. Councilor Sykes moved the motion and Councilor McPovich seconded it.
Mayor Dion noted there were no items in the public comment queue before proceeding, saying, "There is no 1 in the public queue for public comment." He then conducted a roll call by name; Councilor Grant, Councilor Phillips, Councilor Sykes, Councilor Bullock, Councilor McNevich and Councilor Ali were recorded as voting in the affirmative. The mayor said that was seven members in favor, meeting the majority needed to enter the closed session.
The mayor instructed members to join the executive session via the Google Meets entry on their calendars, and stated that the council would conclude its business in executive session and would not return to the public forum.
