PDC approves $225,800 in program income to fund Woodbury site soil sampling

The PDC board voted to allocate $225,800 in brownfields post-closeout program income to fund soil pre-characterization at the Woodbury project site. Nancy, a PDC staff member, told the board the assessment grant administered under PDC bylaws had been exhausted and that using program income would allow contractors to begin sampling sooner by eliminating a 30-day regulatory review period.
"We are out of that grant," Nancy said, and proposed using program income together with a task order from TRC, the board’s qualified environmental professional, to complete the work. She also noted the regional entity GPCOG had contributed assessment money but lacked sufficient funds to cover the full cost, so the program income would make up the difference.
Board members had no substantive questions before a motion was made and seconded to approve the funding. The board conducted a roll-call vote and the motion passed. Staff indicated TRC (Emily Wasner was present for technical questions) would proceed under the task order so sampling can begin as soon as regulatory conditions allow.
The vote followed the public presentation and included the board’s standard roll-call confirmations; Scott was noted as not present for that vote. The PDC staff said the expedited schedule is expected to enable cleanup work to move into late spring or early summer.
