Coon Rapids accepts state lead service line loan/grant agreement, urges residents to get lines checked

The Coon Rapids City Council on April 21 unanimously adopted Resolution 26-56 to accept a Lead Service Line Replacement Program master loan and/or grant agreement with the State of Minnesota and authorized city staff to administer the program.
Community Development Director Hanson and Public Works Director Himmer explained that, to date, the city has not identified confirmed lead service lines but that some galvanized lines may require replacement. Himmer said roughly 4,500 of the city’s approximately 21,000 service lines remain unknown and encouraged residents to use the program’s inspection and funding opportunities now. Hanson told the council the program agreement could span to about 2033, but funding is awarded annually and only 2026 funds are guaranteed.
Councilmembers Christopher Geisler and Sean Novack encouraged residents to take advantage of safe, subsidized replacement opportunities, emphasizing the health benefits of addressing potential lead lines. Councilmember Brian Armstrong commended staff for efforts to secure funding and to offer sewer inspections that help residents plan ahead and avoid higher costs during reconstruction work.
The motion to accept the agreement and authorize staff administration passed unanimously. Staff will proceed with program outreach and implementation steps consistent with state requirements and available annual funding.
