The Coon Rapids City Council unanimously adopted two budget-related resolutions on March 17 that reallocate the 2025 general fund balance and authorize transfers for 2025.
Councilmember Sean Novack asked whether the funds discussed were the same carry-forward monies referenced at an earlier workshop. Finance Director Hanson explained that 'carry-forward' refers to budgeted items from 2025 not fully expended and carried into 2026. Hanson said the carry-forward total was about $2.5 million and highlighted major items including approximately $1.2 million for the ongoing PED bridge project, and funds planned for a dump truck, a police squad car and a mower. Councilmember Brad Greskowiak asked for details on which projects accounted for larger carry-forward amounts; Hanson said the resolution contained fund-by-fund details.
Councilmember Peter Butler moved and Councilmember Christopher Geisler seconded the motion to adopt Resolution 26-36 reallocating the 2025 general fund balance and amending the 2025 and 2026 budgets; the motion passed unanimously. Councilmember Sean Novack then moved and Councilmember Brian Armstrong seconded to adopt Resolution 26-37 authorizing fund transfers for 2025; that motion also passed unanimously.
Council members asked staff to provide the detailed breakdown included in the resolution for review; the resolutions as adopted direct staff to implement the reallocations and transfers as described in the staff report and attached resolution documents.
