Parma City Council adopts multiple ordinances, resolutions and appropriations under suspension of rules

Parma City Council adopted several ordinances and resolutions during its April 20 meeting, moving multiple items under suspension of rules to expedite passage.
Council adopted Ordinance 34-26 (codified ordinances cleanup) as amended after a motion by Councilwoman Monica Wilson. The amendment inserted ordinance 93-25, set a date of 5-5-25, and added codified-ordinance section 185.04; the motion was seconded and the ordinance passed by roll call with all members recorded as voting yes.
The council also adopted Ordinance 35-26 (traffic code amendments to conform with state law) and Ordinance 36-26 (general offenses code amendments to conform with state law). Ordinance 39-26, which amends positions within the Division of Parks and Recreation, was approved on third reading. Ordinance 43-26, authorizing a pavement-markings contract, was amended to insert JD Striping and an amount of approximately $185,392.50 and then adopted as amended.
Under suspension of rules the council approved Resolution 62-26 (auditor post-certification of requisitions) to ensure prompt payment of vendors; Resolution 63-26 recognizing April 2026 as Fair Housing Month was also adopted. Ordinance 64-26 updated the general fee schedule for body art establishments to align with an earlier ordinance (fee listed as $2.50 in the adopted schedule), and Ordinance 66-26 amended the 2026 permanent appropriations as requested by the auditor to ensure departments have sufficient unencumbered appropriations.
The council adopted Resolution 67-26 to appropriate sanitary sewer easements for identified parcels to meet project deadlines. All measures taken under suspension were adopted by roll call; the transcript records unanimous affirmative votes for the measures listed.
Council members asked procedural and budget questions during discussion — for example, members asked whether the arch commemorating Parma’s bicentennial would include a digital billboard (administration replied it would not and that NOPEC and town-center TIF funds were expected to cover the arch). The meeting record shows votes recorded by roll call with the following names repeatedly recorded as voting Yes: Wilson, Zacharias, Boyd, Divis, Early, Kuzma, Lime, Schuman and Soter.
