Edwardsburg Village Council approves routine finances, accepts sidewalk engineering bid and schedules public hearing on delinquent assessments

The Edwardsburg Village Council on April 20 approved a slate of routine and project-related measures, accepting an engineering bid for a sidewalk project, setting a public hearing on delinquent assessments and approving a marijuana license transfer.
At the start of the meeting President Dennis Peak recorded the attendance of Clerk Sarah Overgaard, Treasurer Paula Ralph and Trustees Sam Garwood, Nancy Stoner, Terry Bidwell, John Sharp, Laura Hughes and Kellen Van Hulle. Trustee Terry Bidwell moved and Trustee Laura Hughes supported approval of the agenda; the motion carried.
The council approved the minutes for the March 16, 2026 regular meeting. Trustee Kellen Van Hulle moved and Trustee Sam Garwood supported approval of the Revenue and Expenditure Report showing a balance as of March 31, 2026; the council also approved the check register (checks #39271–39337 and EFTs #150429–150457) with a grand total of $164,581.67. Treasurer Paula Ralph reported March receipts of $79,793.28 (unaudited).
On project business, the council voted to accept an engineering bid from Abonmarche for the Main Street sidewalk project at a cost of $30,000. Trustee Nancy Stoner made the motion, supported by Trustee Sam Garwood; the motion passed on a roll-call vote recorded as all in favor.
Other actions approved by the council included:
- A motion (Bidwell/Van Hulle) to pay Cass Outdoor Equipment $631.99 for a power sweep (account 641-850-740). The motion carried.
- Authorization to set up ACH vendor payments for the Police Department, which requires the village to pay $10 per month to G.W. Jones to enable ACH (motion by Trustee Kellen Van Hulle, supported by Sam Garwood).
- Adoption of Resolution 26-01 to schedule a public hearing on delinquent special assessments and four trash accounts to be added to village summer taxes; the hearing was set for Monday, May 18, 2026, at 6:15 p.m.
- A motion to exercise the village's annual exemption to PA 152 (trustee motion recorded in minutes; passed).
- Approval of a marijuana license transfer in which Noris Shaba would purchase the license identified in the minutes as belonging to 'Dr. A.' President Peak said Mr. Shaba had entered a five-year lease with the building owner and that the state had approved the applicant; the village attorney reviewed the transfer process and the council approved the license transfer (motion by Sam Garwood, supported by Kellen Van Hulle).
All motions recorded in the minutes are identified as carried with the minutes noting "all in favor." The minutes do not provide individual roll-call vote names or abstentions for each vote beyond the council's attendance listing. The meeting adjourned at 7:17 p.m.
