Portland Housing Authority staff presented two other development tracks to the Social Housing Task Force: a small homeownership model on a city‑owned East Deering parcel and longer‑range redevelopment opportunities in East Bayside and Midtown.
"We could fit eight units on 21 Randall Street," Jay Waterman said, describing a townhome‑style limited‑equity homeownership pro forma that — as modeled — produced about a $1.3 million funding gap. He noted the project could benefit from brownfields funding and possibly a 75 percent TIF used on another nearby eight‑unit project.
The task force discussed whether homeownership constrained the authority’s capacity for quick delivery and whether the first pilot should be a rental project to accelerate production. Members flagged political considerations around changing zoning and emphasized designing pilots that adhere to recode zoning to avoid the perception of special exceptions.
PHA also described East Bayside parcels where public‑housing replacement and phased redevelopment could add hundreds of units over time, and said converting HUD‑declared‑trust public housing would require HUD agreements and extended‑use covenants.
For next steps the task force asked city staff and PHA to update environmental due diligence on prioritized sites, sketch MOU elements that would set goals and reporting milestones for any city–PHA partnership, and prepare one or two concrete pilot project proposals for public presentation. The task force’s next regular meeting is May 13.
