Lindenhurst board approves fund transfers, Village Hall roof repair and adopts Lake County watershed updates

The Village of Lindenhurst Board on Aug. 14, 2023 voted unanimously to authorize fund-balance transfers for capital projects, approve a roof repair contract for Village Hall and adopt county-level updates to the Watershed Development Ordinance.

Trustee Pat Dunham moved to adopt Resolution 23-8-2272R, authorizing transfers of cash balances from operating funds into capital project funds when specified thresholds are exceeded; Trustee Ron Grace seconded the motion, and the roll call vote was 5–0 in favor. Village officials said the measure will allow the Village to set aside cash for future capital needs.

The board also approved a not-to-exceed $38,415.63 proposal from Waukegan Roofing for repairs to the central section of Village Hall, including an area wrapping the front office. Operations Director Kevin Klahs and staff asked the board to waive formal bid requirements because Waukegan Roofing previously provided a substantially lower quote for the work; Trustee Ron Grace moved to waive bids and authorize the contract, Trustee Dawn Suchy seconded, and the roll call vote was 5–0.

Finally, the board unanimously adopted Ordinance 23-8-2273 to incorporate July 2023 amendments to the Lake County Watershed Development Ordinance (WDO). Staff explained the revisions are largely FEMA-mandated and are intended to keep the Village certified as a stormwater community; two changes highlighted in staff comments affect the definitions of "Lowest Adjacent Grade" and "Floodplain," aligning local requirements with federal and state technical standards. Trustee Pat Dickson moved for adoption, Trustee Dawn Suchy seconded, and the roll call vote was 5–0.

Trustee Pat Dunham read the Treasurer's Report for July 2023, reporting total cash across all accounts of $15,475,432.38 as of July 31, 2023; the board voted 5–0 to accept the report. Earlier in the meeting Trustees approved the first set of August bills totaling $1,153,714.63.

During staff reports Administrator Clay Johnson said the Lake Shore, Sprucewood and Hawthorne Phase 1 project received additional funding that changes the split to about an 80/20 federal/local allocation. Operations Director Kevin Klahs reported Public Works is fully staffed. Trustee Dunham noted Lindenfest is scheduled in 10 days.

A member of the public used the general public comment period to thank Trustee Pat Dickson for organizing lake clean-ups on Lake Linden and noted coordination with McCloud Aquatics to address algae.
