Lorain staff seeks citywide zoning reclassifications to align codes and maps

"We have found a few sections throughout the city that have the need of updated classifications and also some areas that need to be classified," a city staff member told the hearing, describing ZCA02-2026 and reference exhibits A through K. Staff identified parcels on West 44th Street that staff recommended change from UR (under review) to R-1B, several former R-3B classifications that no longer exist in the code to be updated to R-3 (high-density residential), and requests to update some B-2 multifamily areas along Tower Boulevard to R-3.
The proposal is administrative: staff said it would align the zoning map with current code categories and existing land uses rather than create new policy. The changes are intended to remove obsolete zone labels and to provide clearer, current categories for parcel-level regulation.
Next steps: the planning commission will review ZCA02-2026 and decide whether to forward a recommendation to the Lorain City Council. The staff presentation cited exhibits (A–K) with parcel maps; no council or public objections were recorded during the staff presentation portion of the hearing.
