CTDOT selects NVCOG as pilot for ADA Title II municipal assistance; inventories, kickoff and 18‑month timeline outlined

Connecticut Department of Transportation officials and NVCOG staff outlined a new ADA Title II municipal assistance pilot that will help member towns complete required transition plans and self‑evaluations.
Joanna introduced the program and said CTDOT selected NVCOG as a pilot region because of strong regional data and mapping capacity. Katie Henberg, identified as the CTDOT ADA coordinator, explained the consultant team will inventory public‑right‑of‑way elements — including sidewalks, curb ramps and bus stops — and provide GIS‑based inspection outputs plus spreadsheets for towns that lack GIS capabilities. The program will include outreach, educational materials and training resources for municipalities and is estimated to take about 18 months.
Katie said the pilot focuses on the public right of way and will not include rail facilities, rest areas or some administrative facilities that are part of the state plan. NVCOG staff said they will convene regional kickoff meetings (offered twice to maximize attendance) and requested each town provide its ADA coordinator or committee contact and municipal staff who should attend.
No action was required at the meeting; staff indicated they will follow up by email to obtain municipal contacts and schedule the kickoff sessions.
