Donovan told members the projected decrease in emissions is driven primarily by increased electric‑vehicle adoption and improvements in fuel economy and vehicle pollution‑control equipment. In response to questions from members, he confirmed the conformity testing covers transportation‑related emissions only.
The board adopted the requested air‑quality resolutions by voice vote. The chair then opened a brief public‑comment period on the draft TIP and its conformity determination; no members of the public spoke.
