The county executive told the council that human services and Greysedale together account for roughly 1,318 employees and that a dedicated continuum director would provide strategic leadership and improve planning and fiscal sustainability at the nursing‑home and supportive‑living interface. “The director of nursing will oversee the staff… this is more about strategic leadership and planning,” the executive said when describing the new layer of management the administration seeks to create.
Council discussion identified two main concerns: overlap with existing positions and the near‑term cost of adding two senior roles. Several council members urged that existing staff and unfilled positions could be leveraged before creating new cabinet-level posts. The administration responded that creating the job classifications does not require immediate hiring and that the positions can remain vacant until a later decision.
After adopting the administrative‑code amendment, the executive presented two job descriptions (a Gracedale Continuum of Care director and deputy director) with salary and benefits figures. Several council members asked for more time to compare the proposed deputy director role with an unfilled lead‑accountant position and to ensure there was no duplication; motions to table those personnel resolutions were made and carried, leaving the job descriptions for later consideration.
The vote to adopt the administrative‑code amendment creates the structural authority to appoint and later fill the positions; the council must approve any appointment and any expense as the hires are brought forward.
