The council also approved CDBG program transfers moving $59,455.63 from the completed Pleasant Village lighting project, $223,314.72 from the Pleasant Village roofing project and $10,000 from a canceled museum tower project into a newly created Green Avenue/11th Street tower sidewalk project. The resolution authorized the city manager to execute documents and the city clerk to attest as needed.
Council approved multiple demolition bids to G & R Excavating: $19,262 for 101 East Walnut Avenue; $14,158.20 for 118 6th Avenue; and $24,882 for 1518 4th Street, with the record indicating payments from the "Altogether Altoona" fund. The consent vote also included administrative items such as approval of the April 13 meeting minutes and a taxing-district authorization tied to several property actions.
Clerk Linda read the items into the record before the vote; the council’s consent motion passed 7–0. Mayor Pacifico and the seven council members present approved the measure.
The council did not debate the pool contract, demolition awards or transfers on the floor; questions about the scope of a large commercial demolition (Item F) were asked earlier and staff described the building as a three-story commercial structure in long-term disrepair. The meeting record indicates the clerk and city manager remain authorized to complete the administrative steps necessary to finalize the contracts and transfers.
