Elizabethtown Borough Council approves resolutions, accepts audit and awards Willow Street signal rewiring bid

Elizabethtown Borough Council voted unanimously on April 16 to approve a slate of routine resolutions, accept the 2025 annual audit and award a low bid for a signal-rewiring project. Councilmember Andrew Schoenberger moved approval of Resolution 2026-10 to apply to the Pennsylvania Department of Conservation & Natural Resources for a C2P2 grant for Community Park improvements; Councilmember Jay Hynicker seconded and the council approved the measure unanimously.
Councilmember J. Marc Hershey moved and Councilmember Andrew Schoenberger seconded acceptance of the 2025 audit as presented by Boyer & Ritter; the motion passed unanimously. The council also approved Resolution 2026-11 to adopt the Lancaster County Hazard Mitigation Plan, with Hershey suggesting future plan reviews include emergency responders such as fire and EMS.
Council approved a special event permit for Liv Etown’s "May the 4th be with Etown" event and accepted the low bid of $59,449 from Herr Lighting and Signal Co. for the Willow Street signal rewiring project. The council voted to dispose of various records under Resolution 2026-12 and approved the month’s bills as presented. The bills payable totals recorded in the minutes are: General Fund $255,935.01; Sewer Fund $144,177.58; Capital Reserve Fund $42,286.57; Sewer Capital Projects Fund $81,770.78; Liquid Fuels Fund $9,198.50; Subdivision Escrow Fund $2,450.00; Parks Fund $13,599.81.
All recorded motions were adopted by unanimous vote at the meeting; the minutes list the mover and seconder for each motion. The council also heard an informational update on the borough’s Bicentennial kickoff, set for a special meeting on April 13, 2027, and received other routine department reports.
