Langhorne authorizes $315,000-match DCNR grant application for Mayor’s Playground community building

Langhorne Borough Council unanimously authorized submission of a Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2) grant application seeking up to $315,000 to match an existing $315,000 Local Share Account (LSA) award for the Mayor’s Playground revitalization.Councilperson Sean Mundy moved and Councilperson Bob Cumming seconded the motion to authorize ARRO Consulting to prepare and support the DCNR application; the motion passed unanimously. Council also approved Resolution 2026‑05 authorizing the signing of the C2P2 application.The project will be phased: phase 1 covers the community building, phase 2 the basketball courts and soccer fields, and phase 3 the playground. ARRO reported the proposed building footprint was shifted north and rotated to shorten water and sewer runs to Maple Avenue; a rain garden north of the building and a paved trail separating a soccer field from the rain garden were added to the design. ARRO said ROMTEC, the building supplier, indicated potential cost‑saving options and will advise the Borough by April 22 on which measures could reduce the original cost estimate, which exceeded $1 million.Vice President Scott Haldeman asked whether a combined DCNR and LSA $630,000 allocation would be sufficient; Councilperson Mundy said $630,000 would likely cover the building only. Solicitor Barbara Kirk reminded council the Recreation Board may make recommendations on design but cannot decide disposition of Borough funds. Council directed staff and ARRO to proceed with the application and gather partner support letters before the April 30 DCNR deadline.
