Solicitor Daniel Conlon raised a procurement question about the purchase threshold and asked whether Axon is an approved COSTARS vendor; Chief Stewart said he did not know and the borough made the purchase contingent on the vendor qualifying for the COSTARS exemption to bidding requirements.
Robb Cardimen moved the motion to approve the purchase and Chuck Spencer seconded. Council approved the purchase by unanimous voice vote. The motion and contract language specify the first-year installment of $8,063 and that continuing payments be made over a five-year schedule.
The council did not record further debate on use policy or training in the meeting minutes. Next steps included confirming the vendor’s COSTARS status and executing the contract under the contingent terms approved by council.
