Staff presented a plan for a mural on the back of the Sunrise Theater and said the project is included in the FY26 project‑based budget with a $75,000 allocation. The staff presenter described proposed mural locations, views from US‑1 and the railroad overpass, and said the city will issue a call for artists with dimensions and theme guidance.
"This is one of the projects that we have coming up right now... it's going to be a mural on the back of the Sunrise Theater," staff said. Committee members debated whether to pursue full‑color vinyl or a Sunbrella‑type material that may hold up better; one member noted prior full‑color banners lasted only a couple of years without a maintenance plan. Staff said the city will provide dimensions and allow artists some creative freedom but will include guidance on transfer and fabrication so the final artwork translates to the chosen material.
Members pressed for clarity on costs and durability. Staff confirmed a $75,000 budget line for the Sunrise Theater mural and said the evaluation committee (advisory committee members) will review submitted concepts once the call for artists is open. The committee also discussed the possibility of multiple murals framed by existing structures versus one large mural, and whether the project should be designed to be scalable for future maintenance cycles.
Next steps: staff will finalize a call for artists, coordinate with the city attorney on application and procurement procedures, and return to the advisory committee with submitted concepts for evaluation.
