The North Little Rock City Council voted to authorize the mayor and city clerk to enter into an agreement with Argenta Contemporary Theatre after a short debate over contract language and a failed amendment.
A council member raised a concern about a clause in the contract that conditions payment on "if funds are available," arguing the council had already budgeted $100,000 and that the phrase was redundant. The council member moved to delete the clause and the motion to amend was seconded.
Council member Robinson (speaker 14) urged deference to the city's chief financial officer, saying the CFO should determine whether funds are available and notify the council if there is a shortfall. After discussion, the motion to delete the clause failed on a roll-call vote.
The council then voted on the main motion to adopt the Argenta Contemporary Theatre agreement; the resolution was adopted. Several members asked that names and personnel references in the contract be updated in the contract document (for example, to reflect recent personnel changes) rather than amending the resolution language.
Council members said they would address contract details with staff and included an action to correct personnel names in the contract before final execution. The item will move forward with the contract language intact; staff said they will return corrected contract language to council records.
