Committee chair proposes merging Administrative and Technical committees; two SR 29 projects set for Dec. 11 letting

Tim Stroshine, representing the Area Plan Commission of Tippecanoe County, told the committee that Carroll County's staff work on transportation planning is funded through an INDOT grant and that the committee structure mirrors the model used in Tippecanoe County. He said it has been difficult to secure quorums for Administrative Committee meetings and proposed meeting quarterly and having the Administrative Committee join Technical Committee meetings to ensure business can proceed.
Stroshine said the Federal Highway Administration was consulted about transportation-planning regulations and noted Carroll County is not large enough to be an official Metropolitan Planning Organization, so it is not subject to the same MPO-related restrictions that Tippecanoe County would face.
On the 18-month letting list, Stroshine referred members to the report and said two projects on State Road 29 are scheduled for a Dec. 11, 2024 letting. He also said two projects that had been listed for 2024 lettings were moved to 2029 and 2030, likely for financial reasons, and observed that bridge projects are frequently bundled to gain cost efficiencies.
The committee did not record any formal votes on restructuring or on the letting-list items at this meeting. The meeting adjourned at 2:20 p.m.
