At the May 20 meeting, resident Robert Wizmer described a multi-year dispute over stormwater and remediation work at the Gardens of Highland. Wizmer said a city letter described five items (remove invasive grass, remove sediment, restore creek basin, install river rock, and netting) but that none of those items had been completed. He presented photos and said a 24-inch pipe in the area was largely obstructed and his property continues to flood. Wizmer said he had also received a cease-and-desist letter from his homeowners association and said he felt "cut off" from digital communications about his case.
City staff told Wizmer the matter has significant private-party components between residents and the HOA and that the city's role is limited. Director Gudetti said the city had inspected corrections and engaged other agencies, and offered to look into Wizmer's claim that an inspector did not visit the site on the date shown in the letter. The city asked Wizmer to leave his photos for staff to review and said staff or council members would follow up by telephone or during office hours if he needs assistance.
No formal enforcement action or council directive was announced at the meeting; the city advised the resident that private legal action remains an option and that staff would follow up on inspection records if requested.
