Planning commission holds two permit requests for 1305 property pending town hall, plan revisions

The Lorain Planning Commission on April 1 agreed to hold in abeyance two conditional-use permit requests tied to 1305 (address listed in materials as Oberlin/Overland Avenue) after the applicant asked for more time and neighbors requested a town hall.
Mayor Bentley introduced the first matter, CUP01-2026, a conditional-use permit application for truck deliveries at the site, and asked the applicant, Jose Laboy, to approach the microphone and confirm he wanted the item held. Laboy said he did. A neighborhood resident who identified herself on the record as Detroit Clinton said she plans to hold a town hall with nearby residents and invited Laboy to attend "so that everybody's on the same page" before the commission considers the item again.
"I want to invite Mister Laboy to make sure that everybody's on the same page as far as what they can expect and what he's doing," Detroit Clinton said.
Commissioners and staff encouraged a town-hall meeting and clearer site plans. A commission member suggested the applicant include any existing buildings planned for rehabilitation and show all current and proposed uses on a revised site plan. Planning staff (Evelyse) told the applicant she needs updated drawings and site plans by April 28 to allow inclusion in the May 6 packet.
A motion to hold CUP01-2026 in abeyance was made and approved by voice vote. The commission then introduced CUP02-2026, a conditional-use permit request for outdoor storage at the same street address as listed in the packet; the applicant again said he had no objection to holding the matter until after the town hall and revisions. A motion to hold CUP02-2026 in abeyance also passed by voice vote.
The chair asked the applicant to "make sure you show up at the town hall and have your ducks all in a row," and staff reiterated the April 28 deadline for revised plans. The commission did not take further action on either application at the April 1 meeting.
What happens next: staff will include revised materials received by April 28 in the May 6 packet for the commission's consideration; the town hall was encouraged by commissioners as a step to address neighborhood questions before the items return to the agenda.
