Bandera County approves countywide burn ban, garbage contract and budget transfers

The court voted 4-0 to approve the countywide burn ban after Commissioner Robert Harris moved to adopt the order and Commissioner Troy Konvicka seconded. The motion passed with Judge Richard A. Evans and Commissioners Troy Konvicka, Robert Harris and Jack U. Moseley voting yes; Commissioner Jordan Rutherford was absent.
Also approved by a 4-0 vote was a contract to provide a compactor and open-top containers for Medina Garbage Station. Commissioner Jack U. Moseley moved to enter into the contract and to authorize the County Judge to sign; Commissioner Troy Konvicka seconded the motion.
The court accepted a membership agreement with KeepTexasBeautiful and Bandera County. Commissioner Robert Harris moved to accept the agreement and to authorize the County Judge to sign, a motion seconded by Commissioner Jack U. Moseley and approved 4-0. The transcript records the vote as unanimous among members present and notes Commissioner Jordan Rutherford’s absence.
On financial business, Commissioner Robert Harris moved to approve budget line-item transfers; Commissioner Troy Konvicka seconded and the transfers were approved by the members present 4-0. The court recorded that no budget amendments had been submitted for consideration at this meeting.
The court also approved the consent agenda—including county officials’ and departments’ reports, payment of bills, schedule of countywide receipts, semi-monthly payroll, approval of minutes and deputations—on a motion from Commissioner Jack U. Moseley, seconded by Commissioner Troy Konvicka, carried by the four members present.
A separate agenda item concerning parking for the 1881 and 1877 historic buildings was postponed after a motion by Commissioner Jack U. Moseley and a second from Commissioner Troy Konvicka; that motion also passed 4-0 with Commissioner Rutherford absent. The Bandera County audit item was noted on the agenda but was passed on (no action taken).
The meeting adjourned following a motion by Commissioner Robert Harris and a second by Commissioner Troy Konvicka. The court recorded votes and the absence of Commissioner Jordan Rutherford in each roll-call where votes were taken.
What happens next: items postponed or requiring further documentation (for example the historic building parking-lot matter) will return to the court on a future agenda if staff and commissioners bring them forward; the burn ban and contract approvals are effective as recorded in the minutes.
