Bandera County approves multiple subdivision replats, budgets and contracts; rejects Winans Creek Ranch replat

Bandera County Commissioners' Court on Oct. 23, 2025 approved a slate of subdivision replats, budget adjustments and contract changes, and accepted a federal HAVA grant for election-office security, while voting down a replat proposal for Winans Creek Ranch.

County Judge Richard A. Evans presided over the session. Commissioner Troy Konvicka moved to approve the preliminary plan to replat Lots 353 and 354 in Bridlegate Unit 2 into a single lot and set a public hearing for Nov. 25, 2025, at 10:00 a.m.; the motion passed unanimously. Commissioner Jack U. Moseley won approval to replat part of Lot 7 and Lots 8–10 in Oak Ridge into a single lot and set the same Nov. 25 public hearing date.

A proposal to replat Lots 70, 79 and 1003 in Winans Creek Ranch Unit 3—to eliminate part of Lot 1003 and create Lots 1003A and 1003B—failed on a 2–3 vote after discussion. Commissioners Troy Konvicka and Greg P. Grothues voted in favor; County Judge Evans, Commissioner Moseley and Commissioner Jordan Rutherford voted against the motion. The court did not adopt the replat.

On taxation and collections, Commissioner Jordan Rutherford moved to adopt or readopt Texas Tax Code Sections 33.07, 33.08 and 33.11 and to approve a contract with the law firm McCreary, Veselka, Braff and Allen, P.C. under Texas Tax Code Sections 6.24(d) and 6.30, including a contingent-fee contract; the court approved the motion unanimously. Separately, the court voted to terminate the county's contract with the Law Office of Henry Gates Steen, Jr., P.C., for delinquent-tax collection.

The court also voted unanimously to accept a HAVA (Help America Vote Act) grant and to authorize the use of grant funds and Election Department budget funds to pay for additional security in the Elections Office. Commissioners approved the 198th Judicial District Asset Forfeiture 2025–2026 budget; authorized out-of-state travel for the County Auditor and HR Director; and approved budget line-item transfers and budget amendments as presented by county staff.

The consent agenda passed unanimously and included routine items such as officials' and departments' reports, payment of bills, receipts and payroll schedules, and minutes approval. Shannon Griffin, EMS Director, presented the EMS report for September 2025, which was accepted as part of the consent agenda.
