Engineer says Roushaut development will require 36-inch upsized drain; Snyder J repair will be coordinated with Allen County

During the engineer’s report, drainage staff described the Roushaut AB project (near Pages Crossing and Lincoln Point) and said planned commercial development — including a racetrack truck stop and a proposed Love's location — will increase runoff and require upsizing an existing 15-inch outlet to a 36-inch main to provide adequate capacity.

Staff noted that owner-funded work was proposed for some of the upsizing and that the board is considering whether to replace existing pipe or run parallel sections; hydraulic calculations indicated that a 24-inch plus a 30-inch at the existing grade would not equal the capacity of a single 36-inch pipe, so a 36-inch upgrade is likely required. Staff suggested placing an inlet at a known low spot to improve infiltration.

On Snyder J (the tile at 700 South), staff said the existing standpipe is a makeshift PVC setup and that a repair application has been filed. Because the drain is long and lies across the county boundary, it will be a joint drain with Allen County as the primary jurisdiction based on length; staff said they filed a need-for-maintenance report and are awaiting Allen County action before proceeding with a joint hearing and repair.

Staff also provided progress updates on High Blue D at Anderson and 450, noting crews reached better ground, set a manhole to manage water and used pumps to keep the tile work dry. The board asked staff to continue coordination with external agencies and to report back with cost estimates and design recommendations.
