Newton County SWMA weighs separating administrative services as county requests 3% fee

At the April 9 meeting the Newton County Solid Waste Management Authority discussed whether to continue receiving administrative services from Newton County or to migrate those functions to the authority over time. Solid Waste Director Matt Dolan presented two proposals from Mauldin & Jenkins: one to plan a staged migration of services and another to assess the services County departments provide to the SWMA and cost them out.
Dolan said the County Manager requested payment equal to 3% of SWMA revenues annually to cover administrative services (he estimated that amount at roughly $200,000 based on current revenues). The authority earlier had considered a flat-cost approach (staff referenced a prior estimate of $110,000) and asked consultants to prepare service-by-service cost assessments. Atlantic Coast Consulting staff provided a back-of-envelope example: Newton County has about 721 employees in total while the SWMA employs 15; Human Resources’s budget of about $724,993 would translate to roughly $15,000 if allocated pro rata to SWMA staff, and a similar approach could be used for other departments.
Board members asked for more time to review the Carl Vinson Institute proposal expected within two weeks and asked Mr. Dolan to obtain a third vendor quote before making a recommendation. No final decision was made; staff will return with comparative proposals and cost assessments at the next SWMA meeting.
