Brooks County agrees to join regional effort to update FEMA flood maps, accepts loan option for county match

Brooks County's Commissioners' Court voted unanimously on Sept. 25 to participate in a grant-funded project administered by the Nueces River Authority to produce new FEMA flood maps for the northern part of the county.
County Judge Eric Ramos told the court the grant comes through the Texas Water Board and requires a county match of $126,347.00, which the county cannot pay in one lump sum. Ramos said the Nueces River Authority has applied for a 10-year, non‑interest loan so participating counties can spread the match over time.
Travis Pruski of the Nueces River Authority, appearing by Zoom, told the court the existing maps are outdated, that the grant has already been awarded, and that 14 of 31 eligible counties have opted into the program. Pruski said the project is planned to begin May 1, 2026. Under the loan option described in the meeting, Brooks County's annual share would be $12,634.70 for ten years.
The court approved participation by a unanimous roll-call vote. Supporters said updated flood mapping will inform future planning and flood-mitigation efforts for northern Brooks County.
Next steps recorded in the minutes include finalizing participation and loan terms with the Nueces River Authority and documenting the county match and repayment arrangement. The court did not record any alternate funding plan at the meeting.
