Brooks County Commissioners approve routine bills, nominations and multiple budget transfers

Brooks County Commissioners' Court approved a series of routine items and budget transfers during a special session on Sept. 25 in Falfurrias.
The court unanimously accepted the bills as presented after a motion by Commissioner Nora Salinas and a second by Commissioner Rolando Gutierrez. The court then approved nominations to the Appraisal District Board of Directors for 2026–2027, moving to nominate Commissioner Rolando Gutierrez and Judge Roland Garza; both nominations carried by unanimous roll-call vote.
District and county clerk Elvaray B. Silvas submitted the proposed 2026 sheriff and constable fees, which the court accepted unchanged. The session included several intergovernmental and procurement items that the court tabled, including an MOU with Val Verde County and a proposed policy on City of Falfurrias access to the county landfill.
The court approved a string of budget transfers: $4,500 from a sheriff miscellaneous (tasers) line to general/public officials liability; $12,000 to auto liability; $5,000 to law enforcement liability; $1,385 to Internet expense; $360 to postage; and $325 for building repairs. County Auditor Higinio Garcia told the court a new invoice required raising a planned $2,305 transfer for technology to $4,305; the court approved the increased transfer. All motions recorded in the minutes passed unanimously with four yes votes.
The court also adopted a resolution related to Operation Lonestar for FY 2026, again by unanimous vote. Personnel matters on employment, resignations and retirements were raised in open session and recorded as passed in the minutes. The court adjourned at 10:50 a.m.
The minutes note that two officials were absent at the start of the meeting: Commissioner Eduardo "Eddie" Garza (Precinct 1) and County & District Clerk Elvaray B. Silvas (who later joined). No public comments were submitted during the public-comment period.
