Brooks County court approves dozens of routine budget transfers, interlocal inmate-housing agreement

The Brooks County Commissioners' Court approved a series of routine budget transfers and administrative items during a special meeting on July 28, 2025.

The court unanimously approved the bills and multiple transfers submitted by the Sheriff's Office and other departments, moving small amounts between line items such as prisoner medical and board ($2,000), out‑of‑county travel to janitorial supplies ($700) and uniforms ($300), office supplies to miscellaneous supplies ($500), and several transfers from part‑time payroll lines to items including uniforms, landfill fees, repairs/maintenance, TCDRS, miscellaneous and professional fees (amounts ranged from $650 to $10,000 as listed on the agenda). Motions were moved and seconded by various commissioners and recorded as passing by unanimous roll call votes.

The court unanimously approved an interlocal agreement to house Jim Wells County inmates under a 12‑month contract to be re‑evaluated. That motion was moved by Commissioner Aaron Trevino and seconded by Commissioner Rolando Gutierrez.

Judge Eric Ramos asked the court to table the Texas Department of Transportation FY2026 Ramp Grant (a 90/10 airport participation agreement); the court voted to table that item.

The court recessed and later reconvened for other agenda items. The meeting record shows all routine transfers and the interlocal agreement were carried by unanimous votes.

The court will incorporate these approved transfers into county accounting as part of the 2025–26 budget process, and the tabled TxDOT item may return for future consideration.
