An attendee, Gina Michael, asked the commissioners why they hold the hearing each year and whether the levy rate was going to increase. Commissioner Jim Morgan responded that the hearing is required by law. Cartmill said the levy "had not increased in the last sixteen years" and stated that Cabell County was "at 100% of the levy rate."
Following that exchange, Commissioner Sobonya moved to adopt the levy order and rate sheet. Commissioner Morgan seconded the motion and the commission voted unanimously to adopt the documents.
