Human Resources representative Katy Salinas told the court that, if the change were adopted, staff and employees would receive a single paycheck during the transition month, with a check on Nov. 21 noted as the likely timing. Salinas warned of required system changes and potential deduction timing issues.
County Auditor Higinio Garcia Jr. advised caution, recommending any payroll-cycle change be made at the start of a fiscal year to avoid mid-year complications and to acknowledge that paychecks could be smaller during transition. Commissioners asked staff to return with a detailed plan and scheduled the matter for reconsideration in two weeks; no vote was taken.
