Cabell County Commission approves budget, grants, EMS hires and equipment bid

The Cabell County Commission unanimously approved a slate of administrative and fiscal measures at its March 28, 2019 meeting, including budget and levy documents, grant awards, personnel actions in the county’s emergency services, and the acceptance of a vendor bid for testing equipment.
The commission approved the 2019–2020 General Fund and Coal Severance Fund levy estimate and accepted County Budget Revision #7 and State Budget Revision #5. Jim Morgan moved and Kelli Sobonya seconded the motions; all votes were unanimous. The meeting record shows the board also placed several public-service-district minutes on record.
Two grant awards were accepted: a Victim of Crime Act (VOCA) Assistance Grant totaling $209,731.20 and a Court Security Fund grant of $10,800 to upgrade courthouse security cameras. Both grants were moved by Jim Morgan, seconded by Kelli Sobonya, and approved unanimously.
On personnel matters, the commission approved multiple hires and reclassifications in Cabell County EMS and the telecommunicator ranks. The actions approved included hiring Katelyn Carrico, Marena J. Cooney and Michael Pinkerman as full-time temporary telecommunicators; Stacy Sue Donald as a full-time paramedic; Tonya McMillian and Craig Stevens as full-time EMTs; Quentin Call and Austin Weaver as per-diem EMTs. Documents in the record list hourly and annual salary figures for each hire as presented to the commission.
The commission opened bids for one digital radio test system for Cabell County EMS. Test Force of Addison, Texas submitted the only bid — $49,816.00 — and the commission voted to accept it.
Other routine items approved included a WVU Cooperative Extension memorandum agreement beginning July 1, 2019; an Acceptable Use Policy for county VPN access; authorization to advertise a Request for Proposals for a tax collection agreement; and several financial resolutions pledging temporary letters of credit from WesBanco and J.P. Morgan Chase. Where a motion is recorded the mover was Jim Morgan and the seconder was Kelli Sobonya; President Nancy Cartmill presided.
The meeting adjourned at 11:45 a.m. and the commission scheduled its next regularly scheduled meeting.
