Brooks County commissioners approve indigent defense resolution, interlocal water grant and Val Verde MOU; several items tabled

At its Oct. 10 meeting in Falfurrias, the Brooks County Commissioners unanimously approved a 2026 Indigent Defense Grant resolution, an interlocal agreement with the City of Falfurrias for Community Development Block Grant water repairs, and an MOU with Val Verde County on a centralized jail. Routine bills and reports were also approved; minutes and several contracts were tabled.
Brooks County Commissioners on Oct. 10 approved a series of resolutions, agreements and routine payments during a regularly scheduled meeting in the 2nd-floor courtroom of the Brooks County Courthouse in Falfurrias.
Judge Eric Ramos read a 2026 resolution for the Indigent Defense Grant Program into the record; Commissioner Eduardo "Eddie" Garza moved to approve the resolution and Commissioner Rolando Gutierrez seconded. The motion passed on a unanimous roll-call vote.
The court also approved an interlocal agreement with the City of Falfurrias to implement the 2025–2026 Community Development Block Grant Program — Community Development Fund for water repairs. Commissioner Nora Salinas moved to approve the interlocal agreement and Commissioner Aaron Trevino seconded; the vote was unanimous.
On a separate item, Commander Jorge Esparza presented a memorandum of understanding with Val Verde County concerning a centralized jail to serve OLS and 14 other counties. District Attorney Carlos Garcia outlined the process for the proposed centralized center. Commissioner Aaron Trevino moved to approve the MOU; Commissioner Rolando Gutierrez seconded and the motion carried unanimously.
The court approved paying county bills and accepted monthly reports after presentations by County Auditor Higinio Garcia Jr. and Chief Deputy Tax Assessor Terri A. Silvas. The Auditor's office was authorized to pay bills from the 2024–2025 fiscal year on a separate unanimous vote. The court also approved paying an invoice of $560 to Falfurrias Facts.
Several agenda items were tabled for a future meeting, including approval of the regular and special minutes and bids for a one-year contract for fuel and lubricants and for pest control/termite inspection. A proposal to modify portions of the Brooks County Employee Policy and Procedure Manual (work-week definition, vacation and holiday time) was also tabled.
