The Northwest Hills Council of Governments voted May 14 to authorize the executive director to renegotiate scopes with prequalified firms and establish an on-call GIS services pool to help member towns and to support housing-related work under RSG funding.
Staff explained the approach: rather than reissuing an RFQ the COG would piggyback a recently vetted nine‑town RFQ and work with four firms already identified as doing local work. The executive director cited CGS 4‑8‑53 as a permissible mechanism to rely on another publicly vetted procurement. Staff emphasized that timely access to GIS capabilities will help towns meet the Public Act 25‑1 deadlines and support developable‑land analysis for housing plans.
Board members voiced support for the approach, noting the vendor pool appeared robust and that on-call services were needed because NHCOG currently lacks in‑house GIS capacity. The motion to authorize the executive director to finalize scope modifications and negotiate with the firms carried by voice vote; staff said the work would be funded from housing RSG dollars if required and that contracts would not be executed without further review.
The executive director will return to the board with final scopes, costs and vendor selections once negotiations are complete.
