Toms River board reviews capital projects; bids sought for elevator replacement

At the special board meeting Aug. 5, Buildings & Grounds staff detailed capital maintenance and upcoming bids across the district, emphasizing projects intended to be completed before the school year.
A staff member described demand-response actions during extreme heat that have temporarily taken some buildings off the grid, and said tenant fit-up work is underway to ready third-floor space for a county office. On needed repairs, the staff member asked the board for permission to put the elevator replacement at South [Toms] River Elementary out to bid, noting the request covered the elevator unit replacement estimated at $37,000 and not the shaft.
Staff also reviewed pending work at multiple high schools and elementary buildings: vinyl composite tile (VCT) floor replacements at High School East and Walnut Street, window and coping concerns at High School South that the district would like to add to its five-year capital plan, and an expanded roofing project at Beachwood Elementary that will cover about 90% of the slope roof with vendor warranty and painting.
On mechanical systems, the district said it will procure engineering services (T&M management) for the Intermediate North boiler replacement project at approximately $55,000 and has already purchased a replacement transition switch (about $44,000) to resolve an immediate power issue before students return. Staff said the boiler replacement is a year-long capital project targeted for replacement next summer.
Facilities staff also provided a schedule update for the JBAC (gym bubble) project: fabric is expected the third week of September, followed by flooring, with the district hoping for a November finish and coordination into December. Staff introduced Mr. Madigan as the incoming B&G lead (effective Sept. 1) and described volunteer partnerships (including P&G and Amazing Creations) that will support an Aug. 20 beautification day to ready school grounds.
Board members asked no substantive questions during the presentation; staff indicated the projects will proceed through the normal bidding and procurement processes and that some items will be placed on the five-year capital plan for coordinated work.
