The long-range plan uses a color-coded condition list (green/yellow/red) and the district’s bond-oversight summaries; items in red are projected to reach end-of-life in roughly four years. Mann outlined options: continue phased spending from capital-project funds, pursue property sales to fund targeted safety/security improvements, or consider a bond structured to raise steady annual revenue. He said a hypothetical bond generating about $2.5 million per year would translate to roughly a 2–3¢ increase per $1,000 of assessed value district-wide.
Board members discussed bond timing, the political difficulty of large bond measures, and alternatives to spread costs. Mann proposed a task force in the coming weeks to scope steps needed to move all schools’ exterior security to the 'green' level and to clarify funding options. The board did not take immediate action to place a bond on the ballot; the discussion was presented as planning and next steps.
