The Shiawassee County Board of Commissioners on April 15 adopted a Brownfield Plan for the Crestview Heights development, approving Resolution #26-04-07 by a 7-0 vote.
Justin Horvath of SEPD provided information about the redevelopment proposal during a public hearing opened by Chairman Gregory Brodeur at 5:03 p.m.; no members of the public spoke before the hearing was closed at 5:05 p.m. The resolution cites the Michigan Brownfield Redevelopment Financing Act (Act 381, P.A. 1996, as amended) and finds that the plan constitutes a public purpose and meets statutory requirements.
Under the adopted plan the county will use tax increment financing for eligible activities described in the plan. The resolution text in the record estimates the duration of captured increments at 19 years but states the plan “shall not exceed thirty-five (35) years” as permitted under Act 381. The board’s action followed a recommendation from the county Brownfield Redevelopment Authority and concurrence from the City of Corunna.
The resolution was presented and moved for approval by Commissioner Brad Howard and seconded by Commissioner Josh Haley; the roll-call vote was unanimous. The county clerk will retain the adopted resolution and any attached exhibits as part of the public record.
What happens next: the plan’s financing and implementation will proceed under the terms of the adopted Brownfield Plan and applicable state law; specific financing arrangements and any required intergovernmental approvals were not detailed in the meeting record.
